Job Description
* Role summary
The Development Team Lead, with fluent English language skills, is accountable for technical delivery across one or more products or platforms, ensuring solutions are secure, scalable, and maintainable. The role leads and mentors developers, translates business requirements into technical implementation, and owns the quality of code and releases through effective engineering practices and collaboration with product, testing, and operations. The role will also be required to liaise directly with the Development and Test Managers the UK and be responsible for elements of the administrative requirements of the DCBI Vietnam office. Operationally, the role will report to the Development Manager in the UK, while working day to day in close partnership with the Test Manager who is also based in the UK. In addition, this role will have direct people management responsibility for approximately 7 developers and 7 testers, with scope to suggest and justify growth of the team over time, potentially doubling in size over the next 5 years. The role will be central to building effective collaboration between the UK and Vietnam teams, supporting accurate sizing and planning of work, and ensuring delivery commitments are met in a sustainable way. A key part of the role will be promoting clear communication and effective use of existing systems and processes to reduce friction caused by time zone differences, while maintaining a strong focus on healthy work-life balance for the team.
* Key responsibilities
• Lead day-to-day technical delivery, setting standards for code quality, testing, and documentation.
• Participate in the translation of business requirements and functional specifications into technical requirements, designs, and implementation plans.
• Provide technical leadership across the development team (local and remote), including mentoring, coaching, and constructive code review.
• Directly manage and support a combined team of approximately 7 developers and 7 testers, providing clear leadership, coaching, structure, and performance management.
• Participate in the building of team capability and capacity over time, supporting recruitment, on boarding, development, and organizational planning for the Vietnam team as required.
• Assist in the sizing and planning of sprints and allocate tasks with the team, balancing delivery speed with quality and risk management.
• Support accurate estimation, task sizing, sprint planning, and delivery forecasting, helping teams commit realistically and deliver consistently.
• Own the build, release, and deployment process; coordinate with testing during release cycles and ensure smooth production rollouts.
• Ensure development and testing functions work effectively together, with clear ownership, strong collaboration, and shared accountability for quality and delivery.
• Triage defects and provide third-line support, driving root-cause analysis, and sustainable fixes.
• Contribute to and review architecture decisions to ensure solutions are scalable, efficient, and secure.
• Collaborate closely with Product, QA, DevOps/Infrastructure, and stakeholders; provide clear status updates, risks, and mitigation plans.
• Work closely with the UK Development Manager and other UK stakeholders to ensure strong alignment between business priorities, technical planning, and delivery execution.
• Maintain effective communication channels between the UK and Vietnam teams, ensuring priorities, decisions, blockers, and risks are clearly understood despite time zone differences.
• Promote working practices that support sustainable delivery and healthy work-life balance, avoiding unnecessary out-of-hours dependency wherever possible.
• Monitor systems and proactively identify performance, stability, and infrastructure issues; drive improvements.
• Support and improve cloud and runtime environments (for example AWS services and Linux servers) as required by the platform.

* Key knowledge, skills and experience
• Strong backend development skills (for example PHP/Laravel, Java, Python, or equivalent) and experience building APIs and services.
• Solid database knowledge (for example MySQL) and experience with caching and data stores such as Memcached, MongoDB, or equivalent.
• Experience with Linux-based systems and modern CI/CD practices.
• Cloud knowledge (for example AWS) and understanding of scalable architecture including compute, load balancing, databases, and monitoring.
• Strong engineering fundamentals including testing strategy, code review, refactoring, performance tuning, and security-by-design.
• Ability to communicate technical concepts clearly to non-technical audiences and stakeholders.
• Demonstrated planning, prioritization, and mentoring skills; comfortable leading teams and working collaboratively with stakeholders across the business.
• Experience in line managing engineering and/or QA team members would be highly beneficial.
• Experience supporting distributed teams across multiple countries and time zones would beneficial.
